The Goa State Interim Compensation to Road Accident Victims,2015

This scheme came into force with effect from 19th December, 2010 and revised in 2015 as per official Gazette number 13 series I dated 25.06.2015. The scheme provides for financial assistance to the victims/families of victims who are not insured against accidental death or bodily injury caused by external, violent visible means in road accidents. The scheme covers the family of road accident victims which will be paid financial assistance of ₹2.00 Lakhs in case of death, ₹1.50 Lakhs in permanent disability, ₹1.00 lakh in case of partial disability and ₹15,000/- (Rupees Fifteen thousand only) per accident victim who sustain minor injuries when there is no disability.


Beneficiary:– In case of death of the person/victim of road accident (1) his/her (i) spouse (ii) unmarried daughter(s) and son(s) (divided equally) (iii) parents of the victim (iv) married daughter.


In case of permanent injury (1) victim or in case he is unable to avail the benefit himself (2) his/her spouse (3) daughter(s)/son(s)/mother/father.


Short Term Reliefs: The Scheme shall provide for financial assistance of ₹50,000/- (in case of death) and payment of compensation of ₹25,000/- (in case of serious injury) as Short term reliefs.


Long Term Reliefs: This shall be applicable to those, whose family income i. e. cumulative income of spouse/ /daughter(s)/son(s) after the accident is less than 3.00 lakhs. Long term relief provides financial assistance of


₹2.00 Lakhs in case of death

₹1.50 Lakhs in case of permanent injury;

₹1.00 Lakh in case of serious/ permanent injury not leading to loss of job/ occupation but where hospitalization exceeds 60 days immediately after accident

₹50,000/- in case of injuries other than specified above but requires hospitalization up to 60 days after but exceeding 7 days;

₹10,000/- in case of injuries requiring 3 to 7 days of hospitalization.


Long term relief shall be paid after deducting any compensation already paid under Short term relief.

The Goa State Fuel Subsidy to Private Stage Carriage Operators Scheme, 2014

The objectives of this scheme is to provide socio-economic support to entrepreneurs in the trade of operation of stage carriage on intra-state routes. The scheme covers the owners of private buses/minibuses operating on intra-state routes as “stage carriage” as well as those intending to enter the trade for the first time. The scheme provides for disbursement of fuel subsidy of ₹3/- (Rupees three only) per kilometer of operational distance. The beneficiary under this scheme shall not be entitled for benefits under any other scheme of the Central and State Government. Also, no increase in road fare will be granted in current Financial Year.

Eligibility :

(1) The applicant under the scheme shall be the owner of the bus/minibus.

(2) The bus/minibus of the applicant shall be covered by a valid stage carriage permit to operate on intra-state route.

(3) The bus/minibus of the applicant shall be covered by a valid Fitness Certificate and Insurance Certificate.

(4) The applicant shall produce evidence Clearance Certificate of up to date payment of Passengers taxes and Road taxes and prosecution clearance in respect of his/her vehicle from concerned authorities.

(5) The applicant shall get the permit operational kilometers certified by concerned office of permit issuing authority.

(6) The vehicle shall be operating for more than 27 days a month; and in case kept off road for repairs/maintenance for more than two days, prior intimation to be given to licensing Authority.

Procedure:

(1) The application for subsidy shall be submitted to the Director of Transport in the prescribed form along with bank account details.

(2) Subsidy applications shall be approved by a Committee headed by the Director of Transport with Accounts Officer and Asstt. Director of Transport (HQ) as its members.

(3) The subsidy amount sanctioned shall be directly credited in the Bank Account of the applicant.

The Goa State Public Transport Insurance Contribution Scheme, 2014

Scope of the scheme: The scheme covers the owners of private buses/mini buses operating their vehicles as stage carriages on various intra-state routes as well as those intending to enter the trade for the first time.


Quantum of contribution: The scheme provides for disbursement of 50% reimbursement of the yearly insurance premium paid in respect of the stage carriage buses/mini buses, maximum up to ₹20,000/- whichever is lower


This scheme shall come in force on the date of its publication in the Official Gazette and will be valid for a period of three years for payment of Insurance Premium for Financial Year 2014-2015, 2015-2016, 2016-2017.

Eligibility :

(1) The applicant under the scheme shall be the owner as proprietor or partnership firm of the bus/mini bus.

(2) The bus/mini bus of the applicant shall be covered by a valid stage carriage permit to operate on intra-state route.

(3) The bus/mini bus of the applicant shall be covered by a valid Fitness Certificate.

(4) The applicant shall produce evidence/ Clearance Certificate of up-to-date payment of Passenger taxes and Road taxes and prosecution clearance in respect of his/her vehicle from concerned authorities.

(5) The applicant shall produce the receipt towards evidence of payment of yearly insurance premium and the insurance policy of his/her bus/mini bus.

The Goa State Subsidy for replacement of old Passenger Buses Scheme, 2001

TThe scheme provides subsidy for replacement of buses older than 15 years with a view to curtail vehicular pollution and to provide an efficient, reliable and comfortable service to the users.


Scope of the Scheme:

The scheme covers the owners of buses and mini buses of model older than 15 years covered by valid regular permit and which are in operation for a continuous period of past 3 years.

The scheme provides for disbursement of subsidy for purchase of new vehicle on replacement of following types of vehicles:

7. Above 25 years Bus 49 seater and above ₹2.70 Lakhs
8. Above 25 years Minibus 39 seater and below ₹2.10 Lakhs

Conditions:

(1) The beneficiary of this Scheme shall not alienate/transfer/ sell the passenger buses/mini buses purchased under the Scheme to any other person for a period of 5 years from the date of availing benefit under this Scheme.

(2) The old buses/mini buses registration of which shall be cancelled for available benefit under this scheme, should be scrapped.

(3) The beneficiary shall purchase bus or mini bus with not less than 6 wheels.

(4) In case of Stage Carriage permit holder, the vehicle replaced so shall be with minimum seating capacity of 31 passengers”.

Eligibility :

(1) The applicant under this Scheme shall be the owner of the bus/mini bus proposed for replacement

(2) The passenger bus or mini bus owned by the applicant shall be more than 15 years old from the date of its initial registration.

(3) The passenger bus or mini bus owned by the applicant shall have a regular stage or contract carriage permit.

(4) The passenger bus or mini bus shall be in operation for a continuous period of not less than past 3 years as a stage or contract carriage.

(5) The bus or mini bus should be owned by the applicant for past 3 years.

(6) The applicant shall purchase the chassis and built the body of bus within the State of Goa.

(7) The owners of the four wheelers operating in the Urban areas and the buses which are covering short distance are also covered under this Scheme.

(8) The owners of all Goa sight seeing buses and contract carriage buses for school children, having permit, may also avail benefit under this Scheme.

Selection of applicant for subsidy:

The applications received for grant of subsidy after scrutiny shall be placed before the State Level Committee along with the scrutiny report of the committee, for selection of beneficiary. The State Level Committee shall decide on the applicants by consensus. The selection criterion in the event of large number of applications shall be age of the bus i. e. first preference shall be given to the oldest bus in order of seniority.

The Goa State Subsidy for Passenger Vehicles (Motorcycles,Auto rickshaws,Taxis) and Tourist Taxi Scheme,2013

The scheme covers the owners of Yellow/Black Motor cycles, Yellow/Black Auto rickshaws, yellow/ Black Taxis and Tourist Taxis (Single taxi owner before Sept., 2013).


Benefits :

The scheme provides for disbursement of 25% subsidy for replacement of vehicles, subject to the following flat rates:

(1) Y/B Motorcycles 25% of the cost subject to the ceiling of ₹18,000/-.

(2) Y/B Auto rickshaws 25% of the cost subject to ceiling of ₹40,000/-.

(3) Y/B Taxis 25% of the cost subject to ceiling of ₹2,00,000/-.

(4) Tourist Taxi (Single taxi owner before Sept., 2013), 25% of the cost subject to ceiling of ₹2,50,000/-

Conditions:

(1) The beneficiaries of this scheme shall not alienate/ transfer/sell the new vehicle purchased under this scheme to any other person for a period of 5 years from the date of availing benefit under the scheme. In case due to any unforeseen or legal reasons, the vehicle purchased under the scheme has to be sold/transferred, pro-rata subsidy (25% for 5 years) shall have to be paid to the Government before any ownership can be transferred.

(2) The beneficiary of the scheme shall not change the vehicle from Yellow/Black Transport vehicle/Tourist Taxi vehicle to private vehicle for a period of 5 years. In case of such conversion, the beneficiary has to pay the availed subsidy in pro-rata basis to the Government.

Eligibility :

(1) The applicant shall be the owner of the Yellow/Black Motorcycle, Yellow/Black Auto rickshaw, Yellow/Black Taxi or Tourist Taxi (Single taxi owner before September, 2013).

(2) The Motorcycle Taxi, Auto rickshaw, Yellow/Black Taxi and Tourist Taxi (Single taxi owner before September, 2013), owned by the applicant shall be considered after having its registration more than 5 years, 7 years, 10 years and 9 years, respectively from the date of its initial registration in Goa.

(3) Eligible for purchase of only one vehicle.

(4) Should purchase vehicle from dealers in the state of Goa or else shall pay entry fee as applicable.

Documents Required :

(1) Invoice or Proforma Invoice from the dealer of the vehicle within the State of Goa,showing the cost price of the vehicle.

(2) In case the applicant intends to avail a loan the name and address of the bank or Financial Institution in Goa from whom it is proposed to take a loan.
